Canada on track to exceed its immigration targets in 2025

Canada is on track to exceed its own immigration targets. Initially set at 395,000 admissions for the year, the country could reach more than 410,000 new permanent residents by December.

Why is this important?

  • The government is maintaining an ambitious immigration strategy despite economic and social pressures.
  • Economic categories (Express Entry, PNP, PTQ, pilot programs) continue to be the main entry points.
  • Provinces, particularly Ontario, British Columbia, and Quebec, are seeing their quotas maximized.

👉 What this means for you: The chances of receiving an Invitation to Apply (ITA) are increasing, but the selection process remains highly competitive. It is more important than ever to submit a complete and well-structured application.

IRCC Delays Continue to accumulate

Despite progress in certain categories, IRCC is facing a new increase in its application backlog.

  • Over 246,000 permanent residents have already been admitted.
  • Yet, more than 2.2 million applications remain pending, many of them temporary permits (students and workers).

Concrete impacts:

  • Processing times for visitor visas and work permits may exceed the official timelines.
  • Incomplete applications face further delays.
  • Some categories, such as sponsorship, are moving faster than others.

TOEFL Essentials: A new language test accepted by IRCC

Great news: IRCC now accepts the TOEFL Essentials test for permanent residence applications in the economic categories (Express Entry, PNP, AIP, etc.).

Advantages of TOEFL Essentials:

  • Shorter duration (1.5 hours compared to nearly 3 hours for TOEFL iBT)
  • Convenient online format
  • More affordable
  • Recognized on the same basis as IELTS and CELPIP

👉 What this means for you: more flexibility in choosing a language test. For some profiles, this test can save you time and money without compromising your chances.

IRCC Tightens Rules on Cash-Paid Jobs

IRCC has announced enhanced scrutiny of undeclared employment (“cash jobs”).

  • Such work experience will not be counted towards eligibility for permanent residency.
  • In some cases, it may even result in a refusal for misrepresentation.

If you have held a cash-paid job, make sure you have official proof (contracts, pay stubs, T4 slips, bank statements). Otherwise, do not build your immigration strategy around this type of work experience.
